Building Code Consulting: What to Resolve Before Design Is Fixed

Building code consulting helps owners and design teams identify compliance constraints before they become expensive design changes. The review establishes the applicable requirements and records how they affect the proposed use, building arrangement and permit submission.

Project characteristics and code requirements

Two buildings with similar floor areas can require different solutions because their uses, heights, construction types, occupants and fire-protection arrangements differ. The initial review establishes these characteristics and identifies information still required from the design team.

New construction, alterations, additions and changes of use can follow different requirements. For an existing building, previous permits, exit arrangements and fire separations help establish the starting conditions. This information is particularly relevant when assessing a proposed tenant space.

Which Canadian building code applies?

Canada publishes national model codes, but the applicable requirements depend on adoption and amendments in the project jurisdiction. Publication of the National Building Code 2025 does not automatically make it the governing code everywhere. For example, BC and Alberta publish their own applicable editions and update information. The code report identifies the governing edition and any relevant transition provisions.

What should an initial code review deliver?

  • A description of the proposed use and building classification assumptions.
  • The main constraints affecting building size, construction, fire resistance, exits and accessibility.
  • Items needing input from architects, engineers, the owner or the authority.
  • A comparison of feasible compliance approaches where the design has options.
  • A clear list of unresolved issues, decisions and required follow-up.

Review comments identify the affected drawing, the code issue and the information or design change needed. This gives the architect and engineers a specific basis for revising the submission.

Connect the analysis to later project stages

The code analysis develops with the drawings. Moving a suite boundary, adding occupants or revising an interconnected floor opening can affect earlier conclusions. Revision records show which assumptions and conclusions changed during design.

At procurement, identify which requirements must appear in specifications and shop-drawing reviews. During construction, record changes that need professional assessment. At closeout, preserve the final code basis with the approved documents for future alterations.

Choosing the right scope

A building code consulting proposal identifies whether the engagement covers a preliminary feasibility opinion, a comprehensive code report, drawing coordination, alternative solutions, authority discussions or construction-stage support. These are different deliverables. A clearly defined scope helps the owner compare proposals and avoids gaps between code consulting and the design responsibilities of other professionals.
