Firestopping Review and Engineering Judgements in BC

Illustration of a fire compartment and protected service penetration

Firestopping review checks whether penetrations and joints in fire-rated construction match the specified protection details. When site conditions fall outside a tested and listed system, an engineering judgement needs a documented technical basis and the appropriate professional review.

Firestop systems and installation details

A firestop review considers the assembly, opening, penetrant, annular space, backing and installed material together. The same sealant can be used in different listed systems with different limitations. The selected system and rating must meet the requirements applicable to the Canadian project. CAN/ULC-S115 is a Canadian firestop test standard; the relevant listing and adopted requirements still need to be checked.

What does EGBC say about modifications?

EGBC’s advisory on modifications to fire-tested and listed assemblies says that departures outside the listing require confirmation of engineering review, with deviations clearly identified and the document signed and sealed by an engineering professional. It identifies an exception where the appropriate Standards Council of Canada-accredited listing agency confirms the modifications’ acceptability. The advisory addresses professional practice in British Columbia.

An engineering judgement, also commonly spelled engineering judgment, is not proof that the modified condition itself was fire-tested. The submission must communicate its basis and limitations accurately. Manufacturer information can support the assessment, but the document should make professional responsibility clear.

Information needed for firestopping review

  • Identify the location and required rating on the current drawings.
  • Provide the proposed listed system and highlight the exact mismatch.
  • Include measured opening sizes, penetrant details, substrate information and photographs.
  • Explain whether the condition is proposed, installed, accessible or already concealed.
  • Identify the professionals and authority who need the resulting documentation.

Field review and concealed work

A photograph of finished sealant rarely establishes every concealed installation detail. Plan reviews and site observations while the work can still be inspected. Use a location register so a drawing detail, field observation, corrective action and final record refer to the same opening.

A change to pipe insulation can affect the applicability of the selected firestop system. Review therefore includes the penetration detail and concealed components, as well as the visible sealant. Noven’s 365 East 2nd Street assignment included firestopping review during construction.

What should closeout demonstrate?

The closeout package should identify the systems used, accepted project-specific judgements, reviewed locations and resolution of reported deficiencies. State the extent and limitations of field review. The record also identifies the extent of field review and any concealed conditions that were not observed.
