Service overview
Part 11 consulting for existing buildings in Vancouver
Noven provides City of Vancouver Part 11 analysis and consulting for existing-building renovations, tenant improvements, additions and changes of major occupancy. We help owners, tenants, architects and project teams establish the code basis, identify applicable building upgrades and coordinate the information needed for a building permit submission.
An early review connects the proposed work with the building's approved use, permit history and existing conditions. It gives the team a clearer basis for design, budgeting and discussions with the City before the project scope is fixed.
Our Part 11 services
- Existing-building and records review: examine available approved drawings, occupancy records, previous code reports, alteration history and relevant site conditions. Identify missing information and assumptions requiring confirmation.
- Occupancy and project classification: review the last legally authorized occupancy, proposed activities, occupant load and scope of construction to establish the applicable Part 11 project categories.
- Upgrade analysis: document the applicable fire and life safety, structural, nonstructural and accessibility upgrade levels, with the technical basis and extent of review clearly identified.
- Fire and life safety review: assess exits, occupant load, fire separations and fire protection arrangements within the agreed scope, including shared building elements that affect the proposed work.
- Design-team coordination: identify the structural, architectural, mechanical, electrical and other specialist input needed to resolve the applicable requirements.
- Permit documentation and review support: prepare the Part 11 analysis, coordinate code information with the drawings and respond to City review comments within the appointed scope.
From feasibility to a coordinated permit submission
We start with the property address, proposed use and available records. A preliminary assessment identifies issues that could affect the layout or extend the required work beyond the tenant space. Where records are incomplete, the scope can include a site review and coordination of further investigation.
The analysis records the applicable by-law edition, project classification, upgrade requirements, assumptions and outstanding decisions. The design team can then assign the required work, update the drawings and address questions with the City. Specialist design, field review and construction-stage services are defined in the project appointment.
How Part 11 upgrade requirements are established
Part 11 of the Vancouver Building By-law addresses existing buildings. In the 2025 VBBL, the upgrade mechanism is in Section 11.5. Renovations, additions and changes of major occupancy can follow different review paths. Where several categories apply, the analysis considers the highest applicable upgrade level in each discipline and the associated lower-level requirements.
The result depends on the building and proposed work. A small tenant space is not automatically exempt, and a renovation does not automatically require a full-building seismic upgrade. Previous occupancy changes, shared exits and existing protection systems can affect the assessment. Separate provisions apply to certain single detached houses and duplexes.
Applicable energy and emissions requirements also need to be coordinated with the project team. A Part 11 assessment does not replace zoning review, other required permits or the City's approval process.
Start with the right information
Send us the address, a description of the proposed activities, existing and proposed floor plans, anticipated occupant numbers and any available permit or occupancy records. Include previous City comments, code reports and known alterations. We will define the review scope and identify the additional information needed.

What does a Vancouver Part 11 analysis cover?
A Part 11 analysis reviews the existing building, legally authorized occupancy and proposed work to establish applicable upgrade requirements under the Vancouver Building By-law. It documents the code basis, required upgrade levels, design-team responsibilities and unresolved issues for permit coordination.
