Code consulting for Alberta projects

Noven supports owners, architects and project teams with building code consulting, fire code assessments and fire protection engineering. Our Calgary office provides a point of contact for residential, commercial, institutional and industrial work in Alberta.

Development approvals and building permits

Planning approval and building code compliance address different questions. A proposed use may need a development approval, while the building permit review considers the construction and safety requirements. Resolving one process does not necessarily resolve the other.

For a Calgary tenant improvement or change of use, an early code review can identify how the proposed occupancy affects exits, fire separations, accessibility and fire protection systems. A building permit may be needed even when no construction is proposed. Reviewing the existing premises before a lease or design is finalized can make these requirements part of the project planning.

The Alberta code basis

Alberta uses the National Building Code – 2023 Alberta Edition and the National Fire Code – 2023 Alberta Edition. Provincial amendments, STANDATA and the requirements applicable to the permit need to be checked alongside the published codes.

Noven’s building code consulting can include code classification, drawing review, compliance reports and technical responses to permit comments. Where a proposed design cannot follow a prescriptive provision, an alternative solution requires a documented technical basis and review by the authority having jurisdiction.

Fire protection and existing facilities

Changes to a commercial or industrial facility can affect more than its floor plan. Storage arrangements, occupant loads, fire-rated separations and alterations to building systems may all influence the fire and life safety assessment. The review should address the actual use and conditions of the premises.

Noven’s services include fire code consulting, fire protection system review, sprinkler design, firestopping review and integrated testing of fire and life safety systems. The required scope depends on the building, the proposed work and the applicable requirements. Where CAN/ULC-S1001 integrated testing is required, planning should identify the system interfaces, participating contractors, test documentation and responsibilities before occupancy.
