Building code, CP and life safety expertise

Noven works with owners, architects, developers and contractors on code compliance from design and permitting through construction and occupancy. Our work includes residential, commercial, institutional and industrial projects in Vancouver and other British Columbia jurisdictions.

Vancouver Building By-law and BC Building Code

The City of Vancouver has its own Building By-law. The Vancouver Building By-law draws on the BC Building Code and includes requirements specific to the city. A project elsewhere in Metro Vancouver generally follows the provincial code, together with the applicable local requirements.

Establishing the jurisdiction and code basis is an early part of our building code consulting. The review can address occupancy and building classification, construction type, fire separations, exits and accessibility. Noven prepares code reports, reviews drawings, develops alternative solutions and assists with technical matters during permit review.

Certified Professional services

The Certified Professional program provides an alternative building permit process in participating BC jurisdictions. A CP undertakes code coordination and provides professional assurances within the program’s scope. The local authority remains responsible for issuing the permits.

Noven provides CP services for eligible projects, including design review, coordination with the registered professionals and construction-stage reviews. The project scope, the municipality’s current CP requirements and the proposed permit stages need to be established together. Requirements for Vancouver should be checked against the city’s CP guidance.

Existing buildings, fire code and occupancy

Renovations and changes of use require attention to the existing building as well as the new work. In Vancouver, Part 11 of the Building By-law can affect the upgrade requirements for an existing building. Early assessment helps the design team understand the implications for life safety and the proposed scope.

Fire code reviews, firestopping assessments, fire protection system reviews and integrated testing may also form part of a project. Noven coordinates these services with the building code and permit requirements. For integrated testing, the focus is on the operation of connected fire and life safety systems and the documentation required for the applicable scope.
